A new Florida law will soon crack down harder on people who abandon animals during natural disasters. Signed by Gov. Ron DeSantis on Wednesday, the legislation was inspired by the heartbreaking story of Trooper, a dog found alone and chained on the side of Interstate 75 near Tampa as Hurricane Milton approached. Fortunately, Trooper was rescued by a state trooper and later adopted by a loving couple in Broward County.
According to the Associated Press, the law takes effect on October 1, 2025, and will impose up to five years in prison and $10,000 in fines for anyone found guilty of abandoning pets during emergencies such as hurricanes. The new measure reflects Florida’s growing intolerance for animal cruelty, especially when pets are left behind in moments of extreme danger.
A second bill, also signed by DeSantis at Big Dog Ranch Rescue, targets severe cruelty to animals and goes into effect earlier, on July 1. That legislation stems from the gruesome case of Dexter, a dog found decapitated in a park near St. Petersburg. It allows for stronger sentencing in especially brutal acts of abuse.
While the political motivations behind these laws may vary, the results are a step forward for animal welfare. Leaving animals behind in a storm or committing cruel acts should never be treated lightly.
