A decades-old water treaty is at the center of rising tensions between the U.S. and Mexico, as former President Donald Trump threatened new tariffs and possible sanctions over what he claims is Mexico’s failure to uphold its water obligations. The dispute focuses on a 1944 agreement governing shared river water from the Rio Grande, Colorado, and Tijuana rivers.
According to a report in The New York Times by Chris Cameron and Emiliano Rodríguez Mega, Trump accused Mexico of withholding 1.3 million acre-feet of water — more than 420 billion gallons — owed to Texas under the treaty. In a social media post, he alleged, “Mexico has been stealing the water from Texas farmers,” promising escalating consequences until the water is delivered.
In response, Mexican President Claudia Sheinbaum acknowledged drought conditions had hindered water deliveries, but emphasized ongoing diplomatic efforts. “To the extent of water availability, Mexico has been complying,” she stated, highlighting that a comprehensive proposal had already been submitted to U.S. officials.
While Sheinbaum struck a cooperative tone, the real issue may be much bigger than politics. With the Southwest enduring relentless droughts and rising heat due to Climate change, rivers are shrinking and fresh water is becoming harder to share. The International Boundary and Water Commission confirms Mexico has delivered less than a third of its water obligation over the past five years, intensifying the situation.
Water scarcity is no longer a distant environmental issue — it’s already reshaping global diplomacy and trade. As shared resources dwindle, conflicts like this will likely become more frequent and more intense.
If this latest water clash shows us anything, it’s that climate change is not just melting glaciers and scorching forests — it’s also threatening cooperation.
