In Putnam County, West Virginia, a horrific case of animal abuse has surfaced. Twenty dogs were discovered in appalling conditions—emaciated, suffering, and neglected. Three of them are already dead. One died en route to safety. Their only food? A dead deer carcass hanging in a barn.
