New York has an animal abuse registry designed to stop known abusers from adopting pets—but shockingly, it’s self-reported. That means people convicted of cruelty must add themselves to the list. Unsurprisingly, some don’t—like two women in Niagara Falls recently convicted of serious animal abuse who never registered.
This glaring loophole puts more animals at risk. Even with penalties for failing to register, the law gives abusers a five-day window to slip through the cracks and harm another defenseless creature.
Animal abuse registries only work when enforced. Responsibility must lie with the criminal justice system—not the abusers themselves.
