Former Pentagon Official Pleads Guilty to Dogfighting Charges

A former Pentagon officer, Frederick Douglass Moorefield Jr., pleaded guilty to federal charges related to his involvement in a dogfighting ring. The 63-year-old, who once served as the acting Deputy Chief Information Officer for the Office of the Secretary of Defense, was arrested in October of last year after being linked to a brutal dogfighting operation known as the “DMV Board.”

Federal agents began investigating Moorefield in November 2018 when Anne Arundel County Animal Control discovered two dead dogs in a plastic dog food bag in Annapolis, Maryland. The dogs bore wounds and scars consistent with dogfighting. Investigators also found mail addressed to Moorefield inside the bag, further tying him to the crime.

Moorefield operated his illegal activities under the guise of “Geehad Kennels,” breeding and training dogs specifically for fighting. He maintained his operation for over 20 years at his home in Arnold, Maryland. Evidence from Moorefield’s phone and iCloud account showed detailed exchanges between him and other members of the DMV Board, where they coordinated dogfights, wagers, and the care and training of fighting dogs.

Moorefield played a key role in arranging these fights, often specifying the weight and sex of his dog in text messages to other dogfighters, who would then propose a match with a dog of similar attributes. The group would settle on wagers and schedule fights, with payments agreed upon in case a participant backed out.

Trained using brutal methods like treadmills, weighted collars, and steroids, the dogs engaged in vicious fights that only ended when one dog died or an owner forfeited. Moorefield admitted that if one of his dogs lost a fight but survived, he would personally kill the dog, sometimes using jumper cables to electrocute it. Moorefield now faces a maximum of five years in prison for conspiracy to engage in animal fighting.
