Petition: Three Fresno Chihuahuas Tested Positive for Meth. One Needed Narcan Twice.

A bystander was giving the dog Narcan and CPR when Fresno officers arrived. That was Vada, found near East Fern and North Maroa avenues on 19 August 2026. She is one of three Chihuahua mixes rescued in Fresno this August, all of whom tested positive for amphetamine and methamphetamine, with OxyContin, buprenorphine and Xanax turning up across the group. Brownie was found first, in early August, lethargic and limp beside fresh waste, and needed Narcan that same day. Baby Girl was found two weeks later showing the same signs. Two people have been arrested. One was booked into Fresno County Jail on several charges including animal abuse and drug possession, and the District Attorney’s Office has filed charges for animal abuse, possession of narcotics paraphernalia and trespassing. The second was arrested on trespassing and felony animal abuse. Neither has been convicted, and both are entitled to due process. What the petition asks for is narrower and more specific than a sentence: a lifetime ban on owning animals, on the reasoning that a term ends and an animal returned to the same circumstances does not get to wait it out.

The detail worth pausing on came from the shelter. Fresno Animal Center director Alma Torres said they have seen accidental drug exposure in animals before and handled it in-house, but that this case was initiated by the police department, which is a different thing entirely. Her assessment was plain: animals deserve to be treated appropriately, and this is not a legitimate approach to handling animals. She also described how the three are doing now, which is the part that tends to get left out of the arrest reports. They are shy and nervous, and staff are finding it hard to get them to open up and interact. Recovery from this is not only a matter of clearing narcotics from a bloodstream. All three remain at the Fresno Animal Center and will eventually be available for adoption on 559-621-7387.
