A new Republican strategy is quietly targeting the Affordable Care Act (ACA), and the consequences could be devastating for millions of Americans—and the environment. According to The Hill opinion contributor Tiffany D. Joseph, the latest budget proposal includes $880 billion in cuts to Medicaid, a program expanded under the ACA to provide health coverage for 72 million people. While headlines focus on the Medicaid reductions, Joseph argues that this is part of a broader attempt by President Trump, Elon Musk, and the GOP to dismantle the ACA one piece at a time.

Signed into law by President Obama in 2010, the ACA has helped lower the uninsured rate from 15% in 2013 to just 8.2% in 2024. It banned insurers from denying coverage due to preexisting conditions and extended parental coverage for young adults up to age 26. Despite its early controversy, the ACA is now a lifeline for millions—especially in low-income and underserved communities.

If the proposed Medicaid cuts go through, the fallout could reach far beyond health care. As Joseph warns, removing these safety nets will increase medical costs for everyone, and vulnerable communities—often on the front lines of environmental injustice—will suffer the most. Additionally, the end of ACA subsidies this year could leave 2.2 million more Americans uninsured. With ACA navigator funding already slashed from $100 million to just $10 million, fewer people will know how to get the help they need.

This isn’t just a political issue—it’s a public health and environmental one. Reduced access to health care disproportionately affects communities facing pollution, food insecurity, and poor housing—issues deeply tied to environmental and animal justice.
