The Trump administration has unveiled a new plan to shorten the Affordable Care Act (ACA) open enrollment period and revoke coverage access for Dreamers—immigrants who arrived in the U.S. as children. According to The Hill, the proposal would reduce the ACA’s enrollment window by a full month, limiting sign-ups to November 1 through December 15 instead of the usual January 15 deadline.
The Centers for Medicare and Medicaid Services (CMS) claimed the change would “reduce consumer confusion” and better align with employer health plans. But this move echoes Trump-era rollbacks that previously resulted in steep enrollment drops, especially after cuts to ACA outreach and the rise of lower-quality short-term plans.
Even more concerning for many is the administration’s proposal to remove ACA coverage for Dreamers. This would reverse a Biden-era policy that enabled roughly 147,000 young immigrants to access affordable health care. Though a judge has already blocked the rule in 19 states, the policy is still being litigated and remains in limbo.
Also included in the CMS proposal: “sex-trait modification” procedures may no longer be considered essential health benefits starting in 2026. This could make gender-affirming care even harder to access for many trans individuals.
