California Leads the Nation on Plastic Pollution While Most States Fall Behind

According to a new first-of-its-kind report from the Ocean Conservancy, most U.S. states are doing far too little to reduce plastic Pollution — with California standing out as the lone leader. The report, covered by The Washington Post’s Allyson Chiu, scored all 50 states and D.C. based on their plastic-reducing laws. The results were far from reassuring.

California received a near-perfect score of 4.5 out of 5 for its tough regulations, including bans on plastic foam containers, plastic bags, and single-use hotel products. It’s also the only state to directly regulate Pollution from preproduction plastic pellets — a major yet often overlooked source of plastic waste. Maine and Washington followed, each scoring 3.5.

Meanwhile, Mississippi landed at the bottom with a score of just 0.5, partly due to its law that limits local governments from restricting single-use plastics. It also supports chemical recycling, a controversial method often pushed by the plastics industry that many experts argue does more harm than good.

Overall, nearly 90% of states failed to earn even 3 points, and the grading curve was already generous. “Congress is missing in action,” said Judith Enck of Beyond Plastics. Without meaningful federal policy, state-level action is more critical than ever.

The U.S. continues to be the world’s leading plastic polluter. This report makes it clear: change won’t come from Washington anytime soon. It’s up to states — and their citizens — to step up.

We need to hold our state lawmakers accountable. Push for plastic bans, Support refill and reuse programs, and challenge the industries profiting from pollution. Let’s back the states doing the work and demand better from the rest.
