New York’s Puppy Mill Pipeline Act Is Now in Effect

As of December 15, 2024, New York State’s Puppy Mill Pipeline Act has officially become law, prohibiting the sale of dogs, cats, and rabbits in pet stores. This landmark legislation aims to cut off the pipeline that connects cruel breeding facilities, often known as puppy mills, to pet stores.

To ensure the law is enforced, pet stores across New York were previously warned by the Attorney General’s office to stop ordering animals for sale. Those who ignore the law face steep penalties—$1,000 per animal for each day they are in violation. Now, it’s up to the public to help monitor compliance and report any illegal sales.

How to Report Violations in New York State

If you see a pet store selling dogs, cats, or rabbits:

  1. Take photos of the animals being sold.
  2. Record the store’s name and address.
  3. Submit a complaint to the New York State Attorney General’s office through their website or by calling 800-771-7755.
  4. Share the details and photos with VFAR by emailing woof@vfar.org so they can assist with follow-up.

Reporting Animal Sales in New York City

Illegal animal sales can also happen on streets, parks, or even from homes. If you notice animals being sold in these places:

  1. Photograph the animals and the location.
  2. Make a 311 report by calling or filing online.
  3. Send photos and details to VFAR at woof@vfar.org for further action.

This new law has the power to save countless animals from suffering, but its success depends on community vigilance. By reporting violations, you help protect animals and stop abusive breeding practices at their source. Every report counts and can mean a better future for puppies, kittens, rabbits, and their parents trapped in inhumane conditions.
