Recent federal reports have unveiled alarming conditions at Busy Bee Farm, a puppy mill near Fort Plain, New York, operated by Christian Lapp. The facility, which recently housed 40 dogs, was cited for severe neglect, including filthy enclosures and extreme heat without adequate ventilation.
The reports detail a July 16 inspection, where a government veterinarian observed “an excessive buildup of old food waste, debris, and grime” in the dogs’ living areas. Additionally, the dogs were left in the sweltering heat, with temperatures surpassing 85 degrees, but no functioning fans to provide relief. Six dogs were noted to be “panting excessively.” Further inspection on December 27 revealed rodent droppings in a food storage area and a chewed bag of dog food—conditions that pose serious health risks to the animals.
In response to these findings, PETA has sent an urgent letter to Montgomery County District Attorney Lorraine Diamond, pressing for an investigation and legal action against those responsible for the animals’ suffering. PETA’s Vice President of Legal Advocacy, Daniel Paden, emphasized that facilities like Busy Bee Farm prioritize profit over animal welfare, keeping dogs in hazardous and filthy conditions.
PETA is seeking charges under state law since federal inspections do not carry criminal or civil penalties and do not provide immediate relief for the animals. The organization also highlighted a gap in New York’s recent legislation banning pet store sales of dogs, cats, and rabbits—while the law restricts pet store sales, it does not prevent breeders, including puppy mills, from selling directly to the public or to out-of-state stores.
