San Antonio, Texas, is grappling with a severe stray dog crisis, bringing attention to the city’s animal welfare challenges. Videos shared by the World Animal Awareness Society spotlight the urgency of the situation, including a recent rescue of a mother dog and her six nursing puppies from a struggling neighborhood.
Tom McPhee, the rescuer, stopped to help despite policies discouraging intervention. While the puppies were taken to a shelter, the mother dog was left behind, highlighting the limitations of current resources.

This issue is not new. Reports from September revealed that stray animals have plagued the city for years, especially in neighborhoods like San Luis Street. Residents such as Monique Wellesley and Rachel Santiago, affiliated with Angels Among Us, have stepped up, rescuing animals and providing food, water, and flea treatments. Their efforts uncover heartbreaking scenes of malnourished animals and overcrowded streets filled with stray dogs and cats.
Despite their persistence, Wellesley and Santiago feel ignored by local officials, including District 5 Councilwoman Terri Castillo. “We get a whole three minutes to talk to them, and they don’t seem interested,” Wellesley explained. Both women advocate for mobile spay and neuter units, a measure they believe is essential to addressing the root of the problem.
The question remains whether newly appointed San Antonio Animal Care Services Director Jonathon Gary can leverage city legislation to alleviate this crisis. As volunteers and residents continue their grassroots efforts, systemic change is urgently needed to ensure the safety and well-being of San Antonio’s animals.
