Biden Administration Announces $11 Billion Boost for Rural Renewable Energy

Imagine the tranquillity of rural life coupled with the power of renewable energy – sounds like a dream, right? The Biden administration recently announced a whopping $11 billion investment to bring affordable clean energy to rural communities across the U.S.

During a media briefing, Secretary of Agriculture, Tom Vilsack, revealed details of the massive investment, emphasizing its historical significance. It represents the largest federal investment in rural electrification since the New Deal in 1936 – a truly remarkable step. Two programs, the Empowering Rural America program, and the Powering Affordable Clean Energy program, will facilitate the investment.

Under the Empowering Rural America program, rural electric cooperatives will access $9.7 billion to establish renewable energy, zero-emission, and carbon capture systems. Jim Matheson, CEO of the National Rural Electric Cooperative Association, commended the initiative, underlining its potential to transform local communities and power an increasingly electric economy.

On the other hand, the Powering Affordable Clean Energy program earmarks $1 billion in partially-forgivable loans for renewable energy companies and electric utilities. The focus is on large-scale solar, wind, and geothermal projects providing affordable clean energy, especially to vulnerable, disadvantaged, and Indigenous communities.

Of course, the journey to clean energy is challenging. For instance, there are concerns about the environmental impact of extracting materials needed for renewable energy infrastructure. However, Vilsack assured there would be extensive consultation with Indigenous communities regarding mining projects on lands under his agency’s control.

The application window for these programs is fast approaching, with experts predicting significant impacts for rural America. Felix Mormann, an energy law and policy specialist, believes these programs could help shift the rural electricity mix towards cleaner and less carbon-intensive options.

The funding for these programs comes from the Inflation Reduction Act. It forms part of a broader plan to transition from fossil fuels to renewable energy, mitigating Climate change’s effects on disadvantaged communities and communities of color.
