With the 2024 presidential elections on the horizon and Vice President Kamala Harris declaring her candidacy with the backing of President Joe Biden, her environmental policies are under the spotlight more than ever. A steadfast advocate for robust climate action, Harris’s commitment to tackling the climate crisis has been a cornerstone of her political career, from her early days in the Senate to her current role in the White House.

During her tenure as a U.S. Senator, Harris was one of the initial co-sponsors of the Green New Deal, introduced by Rep. Alexandria Ocasio-Cortez and Sen. Edward Markey in February 2019. This ambitious proposal seeks to transition the United States to 100% clean energy within ten years, emphasizing job creation and a national healthcare system as integral parts of the climate agenda.
In her 2019 presidential campaign, Harris proposed a comprehensive plan to invest $10 trillion in efforts to reduce greenhouse gas emissions, aiming for a zero-emissions economy by 2045. Key to her strategy is the imposition of a climate Pollution fee, designed to hold polluters financially accountable for their greenhouse gas emissions.
Harris has also voiced strong opposition to fracking and offshore drilling, advocating for the cessation of fossil fuel leases on public lands. Her commitment to Environmental justice was highlighted by her proposal to establish an independent Office of Climate and Environmental Justice Accountability, which would ensure federal actions consider the impact on frontline communities.
Her track record includes proactive measures against corporate environmental negligence. As California’s attorney general, she pursued Exxon Mobil for allegedly misleading the public about climate change risks. Her office obtained a criminal indictment against Plains All-American Pipeline following a 2015 oil spill and secured an $86 million settlement from Volkswagen over emissions test cheating allegations.
Harris’s Environmental justice efforts date back to her time as San Francisco’s district attorney, where she established what she described as the nation’s first environmental justice unit. She emphasized that environmental crimes disproportionately impact poor and disenfranchised communities, vowing to make the climate crisis a top national security priority and uphold the Paris Climate Agreement.
