The United States Environmental Protection Agency (EPA) has issued a call for proposals, inviting state, local, and tribal governments to vie for $4.6 billion in grants. These grants are geared towards implementing climate action plans aimed at reducing greenhouse gas emissions, a pivotal step in the battle against climate change.

This funding opportunity arises from President Joe Biden’s Inflation Reduction Act (IRA) and supplements existing plans formulated with an initial $250 million in EPA funding. The agency emphasized the crucial role of state and local initiatives in realizing President Biden’s commitment to lowering climate pollution by 50-52% by 2030.
Moreover, the program seeks to provide Support to communities most susceptible to Climate change-induced challenges such as flooding, heatwaves, and wildfires. It aligns with the Biden administration’s “Justice40” program, which aims to ensure that 40% of the benefits derived from federal investments in clean energy are channeled to communities disproportionately impacted by pollution.
The grants will be distributed through two competitive phases. The first phase, a general competition, will grant between 30 and 115 awards, with individual grants ranging from $2 million to $500 million. The second phase, specifically targeted at Tribes and territories, will award between 25 and 100 grants ranging from $1 million to $25 million.
Recent EPA findings underscore the positive impact of the Inflation Reduction Act, indicating that the U.S. economy is on track to reduce carbon dioxide emissions between 35% and 43% by 2030 compared to 2005 levels. The IRA, which extends significant tax credits for electric vehicle purchases and promotes renewable energy production, plays a pivotal role in driving this emission reduction.
The call for bids represents a significant opportunity for local and tribal governments to advance climate action, reduce emissions, and promote environmental justice in their communities.
