New York’s SUNNY Act Could Let People Tap Into Solar Power From Their Own Apartments

For millions of renters across New York, the dream of generating clean energy has long felt out of reach. No rooftop, no yard, no say over a landlord’s decisions — the barriers have always seemed insurmountable. But a promising new piece of legislation could change all of that, putting solar power directly into the hands of everyday apartment dwellers, one window at a time.

The Solar Up Now New York Act, affectionately known as the SUNNY Act, has passed the state Legislature and is now awaiting Governor Kathy Hochul’s signature. If signed into law, it would legalize small plug-in solar panels that residents can mount on balconies or hang from windows and connect directly to a standard electrical outlet. No complicated installation, no contractor, no rooftop required. Systems generating up to 1,200 watts would be permitted, provided they meet safety standards and local fire codes.

This model of renewable energy is already thriving in parts of Europe, particularly Germany, where apartment residents have embraced plug-in panels as a practical way to trim electricity bills and shrink their environmental footprint. New York would now be opening the door to that same accessible, citizen-powered approach to clean energy.

One of the most meaningful aspects of the bill is that it removes the requirement to get prior utility company approval before connecting a system. Residents simply need to notify their utility provider within 30 days of installation. Remarkably, even Con Edison has acknowledged that the bill strikes a sensible balance between expanding clean energy access and keeping the grid stable.

According to Gothamist, Assemblymember Emily Gallagher, who championed the legislation, described it as a way for people to produce their own green energy right at home. State Senator Liz Krueger echoed that spirit, framing the measure as a tool for fighting climate change, reducing costs, and building real energy independence for New Yorkers.

It is worth noting that landlords and co-op boards could still restrict installations, so the path forward will not be identical for everyone. But as a step toward democratizing solar access, the SUNNY Act represents exactly the kind of bold, community-centered thinking our planet needs right now.
