A couple in Liverpool, England has been banned from running a dog-sitting service and from owning dogs after multiple tragedies involving animals in their care. According to BBC News, Rachel and Owen Dempsey operated without a licence, earning thousands of pounds before authorities stepped in. During their time running the illegal service, one dog died, and another — a German Shepherd named Shadow — went missing and has never been found.

Liverpool Magistrates’ Court heard that owners frequently reported their dogs returning home sick, with some belongings missing or so damaged they had to be thrown away. The judge described the couple as “incompetent at best,” and both received community orders, curfews, and fines. More importantly, they were disqualified from boarding dogs for seven years and banned from owning dogs for five.

This case is a stark reminder of why animal welfare laws exist. Anyone providing boarding services for dogs must be licensed to ensure basic standards of care. Skipping that step puts pets at risk, as untrained and unregulated operators often prioritize profit over the wellbeing of the animals they’re entrusted with. In Shadow’s case, the heartbreak of a beloved companion simply vanishing is something no family should endure.

Our animals are part of our families. From safeguarding their health to protecting them while we’re away, we have a responsibility to make choices that reflect compassion and respect. That includes doing careful research before trusting someone with their care and reporting any suspicious or unlicensed operators to local authorities.
