Italy has done something no other country in the world has managed yet. According to Animals Around the Globe, Italy now formally recognizes that caring for a seriously ill companion animal is a valid reason to take paid emergency leave from work. Employees can claim up to three days per year, provided they present a veterinary certificate confirming the need for urgent care. The registered pet must also be microchipped and on record.

This did not come from nowhere. The foundation was laid back in 2017 with a landmark ruling known as the Cucciola case. A university librarian in Rome took time off to care for her elderly English Setter and won the right to be paid for those days. Her legal team argued successfully that under Italian law, leaving an animal in a state of grave suffering is a criminal offense under Article 727 of the Italian Penal Code. So staying home to prevent that suffering is not just a personal choice. It is a legal responsibility. According to Dog With Blog, that ruling quietly changed everything, and the formal framework now building on it reflects years of legal and cultural evolution.

The health and emotional bonds between pets and their people are real and well documented. For millions of households, a dog, cat, or rescued animal is full family. Italy is simply letting the law catch up to that truth. In most countries, including the U.S., pets are still legally considered property. This policy challenges that framing directly by treating care for a suffering animal as a serious human obligation, not a lifestyle preference.
