Italian City Now Fines Dog Owners Who Don’t Rinse Away Pet Urine from Public Spaces

If you share your life with a dog, you already know that responsible pet ownership goes far beyond providing food, shelter, and love. It extends into the community around you, and one Italian city is making that expectation official with a new policy that is turning heads across Europe and beyond.

The coastal Tuscan city of Livorno has introduced a rule requiring dog walkers to carry water bottles and spray devices whenever they head out with their animals. The reason is straightforward: residents had grown increasingly frustrated with the smell of dog urine accumulating on sidewalks, benches, storefronts, and even the wheels of parked vehicles. Mayor Luca Salvetti responded to those complaints by creating a policy that holds dog owners directly accountable for cleaning up after their pets in a new and more thorough way.

According to The Guardian, violations can result in fines ranging from €25 all the way up to €500, with enforcement running from late May through October, the warmest and driest months when odors are most intense. Dogs are also prohibited from relieving themselves near doorways, windows, and the entrances to shops and homes. Public officials have the authority to conduct spot checks, verifying that walkers are properly equipped before any incident even occurs.

City leaders framed the policy as a matter of shared community wellness and urban dignity, noting that public spaces belong to everyone and must be maintained with hygiene and respect in mind. With dog ownership rising sharply in recent years, the pressure on shared outdoor spaces has grown alongside it, making proactive solutions more necessary than ever.

Whether or not every city follows Livorno’s lead, the underlying message resonates universally: loving your dog and respecting your neighbors are not competing values. A small spray bottle and a moment of care can make a meaningful difference for the entire ecosystem of a shared urban space.
