Like humans, animals need food, water, room to move around in, and some kind of shelter for extreme weather. Unfortunately, some animals are deprived of these basic necessities by those who are supposed to be caring for them. Animal neglect is a form of abuse in which the animal is not given proper care by its owner. Often times, neglect goes unreported because people do not know how to spot it or don’t know what they can do. There are many signs that indicate cases of neglect or abuse, which can be documented and reported to animal control or other animal welfare organizations in the area.
In Clark County, Wisconsin, a horse has been chained outside to a motor vehicle axle for at least seven years. The chain allows almost no movement and it is unclear how often the horse is provided with food and water. The horse is left unprotected in all types of weather, including below-freezing temperatures without any access to shelter. He even suffered sunburn on his nose after a particularly sunny day. People have attempted to purchase the horse from its owner and build a shelter for him, but the owner refuses. It’s our duty to speak up for this horse and make sure that he gets the proper care that he needs.
Sign this petition to demand that authorities make the owner surrender the horse to an animal sanctuary where he can live out the rest of his life with all of his basic needs taken care of.
