A man in New York allegedly left his two dogs tied up without food, water, or care. By the time authorities intervened, one dog had already died and was so badly decomposed that no necropsy could be performed. The other, a senior dog, was found severely malnourished, dehydrated, and suffering from infections and muscle atrophy due to prolonged restraint and neglect.
