A carriage horse named Deniz died, and days later a runaway horse threw an 18 year old tourist from India onto the pavement, killing him. These incidents are not isolated. Over the years, horses have repeatedly collapsed on city streets from heat, traffic, and exhaustion. Ryder’s Law, named for a horse who collapsed in Manhattan in 2022, would phase out carriages while supporting workers in finding new employment.
