A new law signed by California Governor Gavin Newsom on Thursday aims to improve transparency and consumer protection for pet insurance policies across the state. The legislation, Senate Bill 1217, authored by state Senator Steven Glazer (D-Orinda), introduces stricter regulations to ensure pet parents receive clear information about their insurance coverage and potential premium changes.
One of the key aspects of the new law is that pet insurers are now required to provide detailed explanations if coverage or premiums change based on the age of the pet or the location where the pet resides. This means pet parents will have a clearer understanding of how their policy might evolve, especially as their pets age or if they move.
Pet insurance differs from human health insurance in significant ways. For example, some pet insurance policies may require pet parents to pay for treatments upfront, only receiving reimbursement later. The cost and terms of coverage can also vary depending on the breed of the pet or any pre-existing medical conditions.
The new law addresses these variations by mandating that insurers disclose whether their policies exclude coverage for pre-existing conditions, hereditary disorders, congenital defects, or chronic conditions. This added transparency allows pet parents to make more informed decisions about the type of insurance they choose. Another important change is the distinction between wellness programs and actual insurance coverage. Wellness programs often include routine care like dental cleanings or surgical extractions, but such procedures are not typically covered under most pet insurance plans. Under the new regulations, insurers must clearly differentiate between wellness programs and insurance in their marketing, and they are prohibited from advertising wellness programs as insurance.
Additionally, the law mandates that coverage begins by the second day after the insurer receives both a completed application and payment, ensuring a quicker response time for pet parents seeking coverage.
