Animal welfare campaigners were initially thrilled by the European Union’s announcement of a new commissioner focused on animal welfare. However, their excitement quickly turned to concern when it was revealed that Hungarian Commissioner Olivér Várhelyi, a controversial figure, had been appointed to the role. Várhelyi, currently responsible for the Neighborhood and Enlargement portfolio, has faced criticism over his management style and stance on issues like the rule of law and democracy in candidate countries.
While the creation of a dedicated commissioner for animal welfare is seen as a major victory, many campaigners and members of the European Parliament (MEPs) question whether Várhelyi is the right person for the job. Tilly Metz, Green MEP and president of the Parliament’s Intergroup on Animal Welfare, voiced her doubts, acknowledging the significance of the new role but expressing skepticism about Várhelyi’s suitability.
Under the outgoing commissioner, Stella Kyriakides, the EU was set to overhaul outdated farm animal welfare rules as part of the Farm to Fork Strategy. However, much of this work remains unfinished, with only a few bills addressing animal transport and illegal pet trade being presented late in her term. Hopes are now high that the new commissioner will push forward the remaining proposals, such as a ban on cages in farming by 2026.
Although Várhelyi’s mission letter from European Commission President Ursula von der Leyen vaguely mentions modernizing animal welfare rules, Animal rights groups remain wary. Joe Moran, director of the Four Paws Brussels office, stated that the movement is ready to hold the new commissioner accountable. Likewise, Stephanie Ghislain of Eurogroup for Animals welcomed the new portfolio but shared concerns about Várhelyi’s qualifications.
The upcoming hearing in the European Parliament, where MEPs will question Várhelyi, will be crucial in determining whether he is approved for the position. Campaigners like Adolfo Sansolini, coordinator of the EU for Animals campaign, which gathered over 300,000 signatures for the creation of an animal welfare commissioner, emphasized the importance of having someone with experience and passion for the role.
