For the first time, California adopted a $308 billion budget that allocates public funding for alternative protein research as well as expanding plant-based school meals.

The new provision states that $5 million will be directed toward the research and development of plant-based and cultivated meats. The funds will go to three public universities in the state that have already created alt-protein research programs: UCLA, UC Berkeley, and UC Davis.

This is the first time that California has directed public funds for the development of cultivated meat. Numerous industry leaders are applauding the state for its funding.

The budget also will give significant funding to developing healthy plant-based meals in schools. The legislative effort for plant-based lunches was led by Assemblymember Adrin Nazarian (D-Van Nuys). $100 million will go to Support schools in obtaining plant-based foods and other sustainably produced or California-grown foods. $600 million will go to upgrading school kitchen infrastructure and training food service workers to prepare plant-based meals and scratch meals to encourage healthier eating habits.

The plant-based food market is booming, and research suggests it could make up 7.7 percent of the global protein market by 2030. With a value of $29.4 billion in 2020, experts suggest that the plant-based foods market could have a value of over $162 billion by the end of the decade.
