Governor Kathy Hochul has announced a pioneering climate action pilot program targeting New York hospitals, aiming to achieve net-zero carbon emissions by 2050. This initiative, a first in the nation, offers substantial financial incentives to hospitals insured by the New York State Insurance Fund (NYSIF), promoting sustainability and resilience against climate-related disruptions.

Under this voluntary program, NYSIF-insured hospitals that commit to reducing their carbon emissions can receive premium credits of up to $1 million. These credits are designed to Support the development and implementation of comprehensive climate action plans. The program aims to not only mitigate the environmental impact of hospitals but also enhance worker safety, as extreme weather conditions have been linked to increased workplace injuries and illnesses.
Governor Hochul emphasized the state’s leadership in combating Climate change, stating, “This pilot program will incentivize hospitals to reduce their environmental impact and create a safer and healthier New York.”
The healthcare sector is a significant contributor to greenhouse gas emissions, accounting for 8.5% of national emissions in the U.S. Hospitals, in particular, produce substantial emissions, primarily through their supply chains, which include energy, pharmaceuticals, and single-use medical supplies. The new program seeks to address these emissions by providing hospitals with upfront premium credits of 5% on their workers’ compensation premiums. These funds will facilitate the creation of climate action plans that monitor and reduce emissions while enhancing resilience to extreme weather.
Additionally, the program offers ongoing premium credits for hospitals that achieve their planned milestones. These credits could free up millions for hospitals, which can be redirected towards patient care and further sustainability efforts.
NYSIF’s recent report, “Insurance as a Catalyst for Climate Action,” highlights the correlation between extreme heat and worker safety. The study found that on days when the heat index exceeds 80°F, workplace injuries and illnesses increase by 45%. This data underscores the urgency of the pilot program, which not only aims to reduce emissions but also to protect worker health in an increasingly volatile climate.
Participating hospitals will benefit from NYSIF’s risk control services, including consultation and training on climate-related challenges. This initiative is expected to create a positive ripple effect throughout the healthcare sector, encouraging suppliers to also reduce their emissions.
New York’s climate agenda includes achieving a 40% reduction in greenhouse gas emissions by 2030 and 85% by 2050 from 1990 levels. This new pilot program represents a significant step towards these ambitious goals, supporting a greener, more sustainable future for all New Yorkers.
