Limiting the presence of high-polluting vehicles in urban areas has far-reaching advantages, from reducing air Pollution to creating more pleasant cities. The rise of clean air zones, where vehicles must meet strict emissions standards or face a fee, has gained traction in many parts of Europe, with over 300 such zones already in place. London’s ultra-low emissions zone (ULEZ), the largest of its kind, offers an interesting side benefit beyond improved air quality: more children are walking and biking to school.
A study by researchers from the University of Cambridge and Queen Mary University, conducted as London’s ULEZ was being introduced, highlights this unexpected outcome. The multi-year study followed children aged 6 to 9 in central London and Luton, tracking not only their health but also their transportation habits. One year after the ULEZ was implemented, two out of every five children in London switched from being driven to school to walking, biking, or using public transport. By contrast, in Luton, where no such zone was introduced, the shift toward active commuting was less pronounced.
This shift toward active transportation has many benefits, both for the children and for the wider community. According to experts, activities like walking and biking to school can improve children’s physical and mental health, reduce obesity risks, and potentially enhance academic performance. For families, it encourages more sustainable habits, while easing traffic congestion and reducing Pollution.
Despite these benefits, the United States faces significant legal and political challenges in adopting similar emissions-control zones. Efforts to introduce low-emission zones in cities like New York and Santa Monica have been short-lived, hindered by opposition and legislative barriers. However, there are still opportunities to improve infrastructure to promote walking, biking, and public transportation.
