This study surveyed approximately 200,000 households biennially from 2013 to 2020, investigating the maintenance and abandonment of sanitation systems. Harper’s findings indicate a troubling trend: severe weather events exacerbated by Climate change directly correlate with increased sanitation system malfunctions.
In areas prone to heavy rainfall and flooding, toilet dysfunction — such as failures in flushing mechanisms or containment of human waste — significantly increased. Harper notes that for every incremental rise in the climate vulnerability index, there was a 4% increase in the abandonment of functional toilets. Moreover, the poorest households were disproportionately affected, with a 1.2% increase in toilet abandonment for each percentage point rise in poverty within a district.
According to a 2021 World Health Organization and UNICEF report, about 673 million people globally lack access to toilets, leading to significant environmental and health risks due to untreated human waste entering ecosystems.
Despite efforts by organizations like iDE in promoting the sale of pour-flush latrines in Cambodia, with over 411,000 units sold since 2009, Climate change continues to threaten these gains. The frequent and severe climate-related events compromise the infrastructure, putting the improvements in jeopardy.
Harper emphasizes the urgent need to enhance the resilience of sanitation systems against climate shocks. Without strategic improvements, the risk of reverting to unsafe waste disposal practices increases, posing a severe risk to public health and the environment. Further research is vital to understand more deeply the factors influencing sustainable sanitation practices, such as gender dynamics, proximity to urban centers, and effective waste treatment options.
