A Baltimore resident, Robert Conley, has pleaded guilty to 42 charges of animal cruelty following the discovery of 83 neglected dogs on his property in May. Authorities revealed the details of the case, noting the alarming conditions the animals endured.
Conley, initially arrested in August on 178 charges, received a sentence of over 10 years in prison, with most of it suspended except for time already served. He is now under three years of supervised probation and must pay $12,000 in restitution to the Baltimore Animal Rescue and Care Shelter (BARCS). Additionally, Conley is barred from owning animals and will undergo random checks by Animal Control to ensure compliance.
“This defendant demonstrated a complete disregard for the well-being of innocent creatures,” said Baltimore City State’s Attorney Ivan Bates. “My office will continue to advocate for the protection and humane treatment of all animals by pursuing justice when acts of cruelty and neglect are committed.”
The case came to light after the property owner reported a tenant’s failure to pay rent, prompting a search warrant. Upon arrival, deputies and Animal Control officers were overwhelmed by strong ammonia odors and found animals living in distressing conditions. One cat was also rescued alongside the dogs, many of whom suffered from dehydration and health issues.
The animals were taken to BARCS, where they received medical attention and new homes. Jennifer Brause, BARCS’ founder, expressed gratitude to supporters, stating, “This case shows the incredible impact of a community coming together for animals in need.”
Baltimore City Sheriff Sam Cogen emphasized the importance of accountability, saying, “The individual involved has been held accountable for these reprehensible actions.”
