When Luiz Inácio Lula da Silva, popularly known as Lula, took office as Brazil’s president in January, he carried the hopes of many environmentalists. His vows to tackle deforestation, illegal mining, and forest fires were promising, especially concerning the precious Amazon rainforest.

Seven months into his term, how is President Lula performing? Experts and researchers have mixed reviews. On a rating scale from 1 to 5, the reviews lean positive but with room for improvement.

One of Lula’s significant steps has been the reinstatement of the Action Plan for Preventing and Controlling Deforestation in the Legal Amazon (PPCDAm). This vital program, which successfully reduced tree loss in the Amazon by over 80% between 2004 and 2012, has now been revived and will run through 2027. As a result, deforestation in the Amazon has already fallen 7% over the past year, showing early signs of success.

However, there are areas of concern. In May, the Brazilian Congress voted to reduce powers from both the environment ministry and the Indigenous People’s Ministry, weakening the ability to protect lands like the Amazon. Critics argue that Lula’s administration should have resisted this move more strongly.

Additionally, the focus on the Amazon seems to be overshadowing other vital regions. Deforestation in the Cerrado, a biodiversity-rich savannah, has increased by 16.5% over the past year. “There’s a strong stance in relation to the Amazon, but not so much for the Cerrado,” warns Paulo Moutinho, an ecologist at the Amazon Institute for Environmental Research in Brasília.

Several specialists provided scores and recommendations to improve Lula’s efforts: (out of 5)

  • Luiz Marques (Score: 2.5): He emphasized the need to clarify Brazil’s stance on fossil fuels, particularly concerning state-owned energy firm Petrobras’s drilling proposals near the Amazon River.
  • Carlos Rittl (Score: 3.5): He encourages Lula to make clear that environmental protection is non-negotiable, insisting that Brazil must be back in the environmental leadership discussion.
  • Fabiano Toni (Score: 3.5): He highlights the need to hire more officers in agencies with environmental protection roles, such as Ibama and Funai.
  • Paulo Moutinho (Score: 4.0): He stresses the importance of more effective surveillance of deforestation and giving legal status to untitled public lands, listing them as protected areas or areas of sustainable use.

While Lula’s actions in combating deforestation and illegal mining are encouraging, it’s clear that more comprehensive strategies and unwavering dedication to environmental protection are needed. Only time will tell if Lula’s administration will fully deliver on its promises, but the roadmap for success, as outlined by experts, is clear and achievable.
