An undercover investigation has revealed Saudi Arabia’s grand scheme to boost global demand for its oil and gas, particularly in developing countries. This plan, known as the Oil Demand Sustainability Programme (ODSP), aims to increase the use of fossil fuels in regions like Africa, where richer nations are transitioning to clean energy.

The ODSP, spearheaded by Crown Prince Mohammed bin Salman and involving major Saudi organizations like the $700bn Public Investment Fund, Aramco, and Sabic, is presented publicly as an initiative to enhance energy and transport sustainability in poorer nations. However, the investigation reveals a starkly different objective: to ramp up oil and gas use through various projects.
Key elements of the ODSP include promoting supersonic air travel, which consumes thrice the jet fuel of conventional planes, and partnering with a car manufacturer to mass-produce a cheap combustion engine vehicle. Additional plans involve power ships using heavy fuel oil or gas to supply electricity to coastal communities.
The investigation, conducted by the Centre for Climate Reporting and Channel 4 News, exposes the underlying goal of these projects: to increase reliance on oil and gas. This strategy, while presented as removing barriers to energy access, aligns with Saudi Arabia’s economic interests but contradicts global efforts to reduce carbon emissions and combat Climate change.
Global leaders and environmentalists have long advocated for helping developing countries leapfrog fossil fuel-based growth and embrace renewable energy. However, the Saudi plan potentially derails this vision, promoting a fossil fuel-dependent development path instead.
