In Istanbul, thousands have taken to the streets in protest against a proposed law that could lead to the mass culling of stray dogs. The draft bill, intended to regulate the country’s stray dog population, has sparked daily demonstrations and attracted criticism from international celebrities concerned about animal welfare.
Turkey is home to approximately four million stray dogs. While many are non-threatening, incidents of attacks in Istanbul and other cities have raised safety concerns. The proposed legislation aims to address these issues by requiring municipalities to collect stray dogs, house them in shelters, and ensure they are neutered and spayed. Dogs that are terminally ill, in pain, pose health risks, or are aggressive could be euthanized under the new law.
Animal rights activists express concern that some municipalities might exploit the bill to kill dogs under the guise of illness rather than investing in proper care or humane shelters. Critics fear that overcrowded and neglected facilities could become the norm.
The government insists that the bill does not sanction indiscriminate killing, with assurances from the justice minister that any unwarranted culling would be punishable.
Prominent UK figures have joined the outcry. Chris Packham, a wildlife campaigner, and TV presenter, voiced his opposition, calling the situation an “absolute travesty” for animal welfare. Actor Peter Egan made an “urgent appeal for the whole world” to oppose the bill, while model Heather Mills urged people to ensure the bill’s rejection, warning that even healthy animals might be at risk.
The legislation also includes penalties for officials failing to manage stray populations, with possible imprisonment, and significantly increases fines for pet abandonment.
