An unprecedented botulism outbreak at the Tule Lake National Wildlife Refuge in northern California has killed over 94,000 birds, marking the worst recorded event of its kind at the site, according to the U.S. Fish and Wildlife Service. The bacterial illness, caused by Clostridium botulinum, leads to muscle paralysis in birds, often resulting in suffocation as they are unable to move or control their muscles. “It’s a very traumatic thing to see,” said biologist Teresa Wicks with the Bird Alliance of Oregon, reflecting on the devastation.
This tragic die-off, while local to Tule Lake, has global implications as it is tied to larger environmental issues. These include the shrinking of wetlands, increased demand for water resources, and the impact of Climate change, which scientists say is fueling the conditions that make such outbreaks more likely. Andrew Farnsworth of the Cornell Lab of Ornithology noted, “Given warming temperatures, droughts, then intense periods of rain followed by drying … the hallmarks of Climate change are all over this.”
The outbreak is primarily fueled by warm, stagnant water and low water levels, conditions in which the bacteria thrive. While botulism can also affect humans, no cases have been reported in this instance. Historically, the Tule Lake area, part of the Klamath Basin, has been drastically altered by human interventions such as dams and irrigation canals. Over 90% of the wetlands in the area have been lost due to these changes.
In 2021, Tule Lake dried up entirely for the first time, but in late 2023, water was released into the lake, and birds returned. However, a resurgence of low water levels, compounded by an avian flu outbreak earlier in the summer, set the stage for the current botulism crisis. Though efforts to replenish the lake with water helped slow the outbreak, thousands of birds continued to die daily throughout September and into October. The death toll is expected to surpass 100,000.
Hope lies in the possibility of cold weather halting the spread of the disease, but scientists like John Vradenburg, a biologist with the Klamath Basin National Wildlife Refuge, emphasize that the root causes need to be addressed.
Tule Lake serves as a critical stopover on the Pacific Flyway, a major migration route for millions of birds. Yet, according to Ducks Unlimited, the number of birds using this path in California has dropped by 25% this year, with even greater declines from historical averages. The outbreak has affected many species, including northern shovelers, pintails, American widgeons, mallards, and various shorebirds.
Wildlife rehabilitators Marie Travers and January Bill from Bird Ally X have been working tirelessly to save the affected birds, treating around 1,500 birds and releasing more than 900 back into the wild. While there is no direct cure for botulism, supportive care can help the birds recover. However, the group had to stop their efforts with the start of the duck-hunting season in early October.
Looking forward, the long-term solution lies in restoring natural wetlands and improving the water flow in the region. Conversations are already underway to address these issues, with Wicks expressing cautious optimism: “The discussions make it feel more hopeful that we can find a solution to the problem.”
For now, however, Tule Lake continues to face significant challenges. The refuge holds low-priority water rights, often losing out to agricultural and other human needs.
